Canal Lots, Seawalls and Pools

Most of Cape Coral sits on a grid of canals. If your lot touches one, the pool plan has to deal with the water next door.

Last updated November 6, 2026. Independent guide, not a pool company.

The canal grid

Wikipedia says the city has over 400 miles of canals, that most are navigable, and that some reach the Gulf of Mexico through the Caloosahatchee River and Matlacha Pass. The same page says modern development began in 1957, when two Baltimore developers bought a large tract on the peninsula.

Local reports describe both freshwater and saltwater canals here. Published mile counts for each type differ from source to source, so this guide gives none. Ask the City of Cape Coral which type of canal is behind your lot, because it can change which rules and which seawall options apply.

What the state rule says about seawalls

Florida Administrative Code rule 62-330.051 lists work that is exempt from a state environmental resource permit. Paragraph 12 covers seawalls and riprap:

Source: Fla. Admin. Code R. 62-330.051, read November 6, 2026. This rule is about state environmental permits only. It does not say what the City of Cape Coral requires for a seawall or for a pool near one.

Questions for a canal-lot pool

Frequently asked questions

How many miles of canals does Cape Coral have?

Wikipedia says over 400 miles. Published splits between freshwater and saltwater canals differ, so there is no reliable split to quote. Ask the City of Cape Coral which kind of canal your lot is on.

Does a seawall repair need a state permit?

A Florida rule exempts some seawall work from a state environmental permit, with conditions. It says nothing about city permits, so ask the city too.

Does a canal behind my yard count as a pool barrier?

The state pool safety act defines a barrier as a fence or wall that completely surrounds the pool. It does not mention canals as barriers. See the barrier guide.
